Of course. But you don't need to be strong to begin from the bottom. Start a normal gang that gets into light trouble at most. Then a terrorist organisation of low threat level and after that go on to incorporate legal businesses to make it an underworld organisation that noone knows about. Then you own them.
Oh, and don't explain your evil schemes to the hero at the last part of your plan.

Thanks for trying to help. but as I said I have made seferal characters like this and know the drill. Besides I;ve been A DM for more than a few D&D campains. i know how to make a good villan as the stroy is never good if the villan sucks.
