I have a suggestion. You need to do something and do it fast before it gets out of hand, to give a chance to give new people an even chance to get in on events. Otherwise, they'll never have a prayer of getting the extra exp or items that the seasoned players are getting.
Not doing it now is not an excuse, it will only let the problem grow. If you take care of the problem now, you won't have to deal with it later.
Don't deal with it now, and it'll become readily apparent later on in the exp difference between players.

The way I see it, the way the quests are made now truly is the most unbiased way of getting people to sign up. It is completely random, you either make it, or you don't. Now, do I agree with this method?
No.
Now, you got to remember it is hard to come up with a way to just automatically assume that others go into the quest. Sure we could make quests that have stat caps in them, but that is what is being done in the future. Right now, mostly everyones stats are around the same level, so there for, it is only natural to keep the quests open for everyone.
When stats begin to make evident changes then of course, we will begin to add quests for new people. (I assume.)
Now, so far there has only been 6 missions I believe which has limited to a certain amount of people joining. Soon, there will be classes which will allow any number of students to join, and get there share of stats.
As you can see, it is very difficult to have order for something which hasn't even grown yet. Having quests open to everyone in an equal amount of fair time to where, you sign up first, you win, is the best way to go with things.
